Nevertheless, uneven internet access raises concerns about freedom of expression and access to information. Internet use among the poor continues to lag. As of November 2016, only 14 percent of the population had access to the internet, as compared to 42 percent in 2013. Internet penetration among Java islanders is less than half that in Sumatra. At the same time, however, internet penetration in Indonesia is now greater than in most other Southeast Asian countries. In spite of this growth, the government is concerned about a lack of high-speed internet access, with a 2016 report showing that only 4 percent of Indonesians accessed the internet on broadband lines with download speeds of 100 megabits per second or more.
In June 2017, a draft law was introduced to Parliament. It was heavily criticized by civil society, which raised concerns about the government’s intention to regulate user-generated content. The lack of transparency surrounding the drafting process and the lack of public input were also criticized.
There are no government restrictions on access to the internet or mobile devices, and internet penetration has continued to expand. Domestic broadband penetration stood at 27 percent as of November 2016, while overall cellphone use had grown to 86 percent of the population.[111] By May 2017, the average Indonesian had access to 2.5 mobile internet devices, with the use of smartphones and tablets at 2.8 and 5.5 respectively.
