There is no manual download for this update, which is frustrating when it cannot download or install itself, nor allow me up update anything else. I have network access, that has not been a problem (I'm posting this from this machine right now). I have run multiple virus and malware scans and have found nothing.

In my case, corruption in the Windows Update database was found and fixed. After that, it remains to restart the computer and try to scan for updates. If updates are not downloaded or installed, proceed to the next step.
